May be consider have your banquet @ Hotel ... like Richmond Radisson Hotel ( opposite to the Aberdeen Center )

however,  my banquet was back dated at early November , and I got the conference room for my banquet, which house only 8 tables plus live band and dancing floor ...

This is totally unacceptable. Yeah, try file a complaint to BBB. Discuss with your family and see if it's worth to go to small claim court in order to get back the $1000 cuz it could be time consuming.
