Richmond London Heritage Farm is a low budget choice and fun place. I don't recommand for this event but feel free to go and have some fun.
They don't serve FULL afternoon tea on a tray but they serve a tea set with goodies made by their volunteers in a real heritage house. I have been there many times. But you may not want to wear heels there because it's a real farm with gravel and lawn...etc esp. if you want to walk around a bit and visit the chicken house.
I went there many times because my friend had her wedding there last summer.

I vote for Secret Garden but don't mind trying Adonia (Kerrisdale).
Delta is too far for me...
Downtown is too tempting for shopping aftwards...coz my credit card bill this month is 4 figure already ...and same will be next month...so I try to avoid downtown...
