Actually, if you look at the quotes of what the police have said, the police are more than reasonable.  

「唔好行埋去呀，影完好快啲出番嚟，即刻走！」 - the reporters already crossed the line and police still let them finish the photos
「呢單嘢好嚴重，唔好行咁埋，真係會射你！」 - the reports continue to approach
