I think you have done all the right things - the law says that you should use only enough force to protect yourself and you should report to the police and press the police to press charges because this person need to be punished under the laws here. Don't worry about his citizenship. He still thought he did the right thing. Its good that you have photos and have witness.
It was clearly an assult causing bodily harm. If not taught properly he could do the same to other people and may even progress into something much worse

they won't cuff him probably. but definitely take him back to give a statement. once you file a case, they will take all people involved for questioning. the statement is written by the on9-jai anyways. hopefully his english is good enough. but since he's so dumb, he'll just write up something stupid that's to his disadvantage.

I don't think he can make up anything because when my boss was questioning him...he said the exact things that happened...and he was like...it's just a scratch, it's nothing!

The world is getting worse and more violent. I am taking kick boxing and BJJ lessons at
a Richmond martial arts centre (many young wemen and men workout here) but we also learn not to fight back- unless really necessary (e.g. escape from the choke and apply arm lock, if necessary, without causing injury (to the idiot attacker)
According to my Law classes, an unauthorized touch could already be an assult (although the police normally don't care) and a "scratch" is really "bodily harm" I hope he'll be put away and have a record on him

In case I get attack, I guess I have to make it clear. It seems that majority of people from China are strong minded and always think they are right.
Even if it's an obvious mistake, they will make common comment like this - it's just nothing. That' s the part I don't like about their culture. They think they are god these days because of the economic is getting better in China. Although it's history and the government system turn them like that, doesn't mean they are right.
