@@ I mean if I can scream at a big tattoo guy to tell him to get out of the lady's bathroom, it's not so hard to tell some Cop accounting clerk to not smoke at a coffee shop.

My hubby's brother's gf, worked in the RCMP department on Cambie & 42 as well.  They are Public Service Employee within RCMP, and for sure they do not have 特權 to smoke at a coffee shop.  Regardless, if they are uniformed, civilian or public service, they still have to obey the regulations.  I agreed to 布小熊 that you should not be afraid to voice up your concerns.  If you do not feel comfortable in confronting her/them, then you can discretely videotaped it with your cell phone, and file a complaint.

IMO,

Talk to the cafe manager.  tell him/her if they don't re-enforce the no-smoking act then you will report the cafe to the Enforcement officers.  The cafe will be fined.  Tell the manager you have evidence and logs to prove that they are not enforcing the law.

It's the cafe manager's and the enforcement officer's job, not yours.
