Ok, got your point, but I can't quite agree with your conclusion. I do know enough non-professional that would be out taking pictures all the time...!
But then these people maybe closer to my age group, or represent similar interest, such as hiking, cars, camping, or people who travels quite often..!
BTW, in my case, I know nothing about photography and hardly take any pictures until someone loan me a SLR years ago.., I was totally hooked after that...! So, someone who shoot very little with P&S may not = don't take much pictures in the next 2 years! New baby, being grand-mom, going to weddings... attending all sort of special occasions or ceremonies.. can be what trigger the person to start taking more pictures..!
My recommend my mom a Fuji P&S 3-4 years ago... She used to never take any pictures (I hardly have any family pictures when I was young), but she is one of the appointed person to take pictures in many occasion at her church fellowship or outing.. ! I am sure she take more pictures in these last 3 years than the XX years before she had this camera..!
However, I have to agree that it is important to find out someone's needs/wants being recommending something....!

when we recommend a camera for someone,
we would like to check out the memory card , a year or 2 later ,and see what have been
done with the cam ...
