I thought the housing tax is called some other form of tax (and not GST or PST) so I don't quite understand how exactly this come into place with buying new houses then. Like how much more taxing when you buy a house more than 40k?

I think the type of tax you are talking about is property transfer tax. Google it to find out what it is. It a different tax.
They need to learn from Hong Kong/Singapore where the lower taxes are able to attract more foreign investors.
