It was because of Russia had no $$. The reason is back then the oil prices was still very low. Russia later got more $$ to spend because of rising oil prices.

If Russia had the money, then there was no need to transfer ownership to Ukraine. The Russians could have kept the ship and complete construction.

It depends on what type of aircraft carrier you talk about.
For the US aircraft carriers, they need the steam catapult to send the planes up.
For the Varyag, it has a curved slope that allows the planes to take off.

Not always... Most disputes start with "CCP/KMT good/bad at"...
IMO, Chinese is a big whole family... There are lots of member and everyone needs one's dignity, not identity...
