It's Dr. Bhullar from Altas Animal Hospital.
As I have posted here before I have had some very bad experiences with his clinic.
Vancouver vet breaks standards; banned from practising medicine
Investigation was launched in 2007

VANCOUVER (NEWS1130) - A Vancouver vet has been banned from practicing medicine after the B.C. Veterinary Medical Association found him guilty of breaking moral and ethical standards. As of midnight Dr. Hakam Singh Bhullar will no longer treat animals at the Atlas Animal Hospital. Complaints began pouring in to the B.C. V.M.A. in 2004, but an investigation wasn't launched until 2007.
According to council's president, Dr. Ray Snopek, one of the most serious charges is connected to a canine debarking procedure gone wrong. "It wasn't a routine debarking, he did it through a ventral tracheotomy and that is a very difficult procedure. Dr. Bhullar claimed to have expertise in this and he didn't. The surgery went very poorly." That dog eventually choked to death two months later.
In another case, a cat had to be put down due to other surgical complications and Bhullar apparently tried to bribe its owners not to file a complaint. Bhullar plans to appeal the V.M.A's findings. He didn't return our phone calls.
