Saw this kind of code in Japan everywhere 2 years ago. Don't know what kind of stuff is it....
But I finally saw this in vancouver on news paper I picked up at skytrain station and on some flyer too.
I know this is cell phone related but too bad my phone can not go online so can't play with it.
Google called it QR code, I used something similar for my last year project 5 yrs ago... but I don't remember we have a name for it, we just called it grid code or sth, we implemented it with the hamming code method.
for this QR code you saw in Japan, Japanese website or Japanese magazine, you use you cellphone's camera to scan this barcode than you can use your cellphone to go to the specific website for that product within inputing the url by the keypad.

I think it's like a url address... So let's say you see an advertising for lipstick / vacation spot / restaurants, instead of writing down the website, typing it in your computer, you can just scan that picture, and it will automatically load information about that lipstick for you.
They print them in magazines / newspaper too, so you can also use your webcam at home, so it's not just for cell phones.
There is software (sort of like an iphone app) in your phone that let you just take the picture and automatically go to that site, you don't really need to scan it, input it, etc..
I asked a tour guide when I was in Japan and she showed me using her cell phone.
ICIC, so it is no fun for me then. My phone do not connect to internet. Guess I can only play with it at home with my computer. But then I can only scan with Japanese Magazine and going to a website that I can't read.
