About deleting file

This is from Mingpao's articles about Edison's case.  I am just wondering what is the 黑皮篋盛載先進的調查儀器 that can detect if the person has erased any computer files?  I thought if we do a low format and reinstall, everything will be wiped out?

I've heard the tools they use @ FBI can detect files that has been deleted and overwritten for 8 times.

That's why the disk destroyer software rewrite them with 1 and 0's for 8 times or more to be safe...

US DoD erasure standard is 35 passes with random data.

What I normally would do for work is to run a standard erasure (3 passes), then open the hard disk and smash the platter with a 25lb hammer.
