Rather it's cost effective or not depends on the amount of sun light they can get daily during the whole year.
For example, it actually doesn't work very well in Vancouver, Seattle, because we have short winter, and we receive quite alot of rain. However, it's actually getting pretty popular in the California area. Indeed, I think the extra energy being generated can go back to the Elect. company, and they would pay you back as well.
