Is it around dinner time? If so, most likely they are generated by a power dialer from a call centre. When you pick up the phone and say "喂", the call will be connected to an agent. Usually there is a second or two delay, but sometime may be more, if no agent is available right away. Also, if answer the phone softly, the power dialer may not recognize you are on the phone already, and keep on waiting.
Of course, there is always the possibility that you have a secret admirer. You will have to find out.
