Not just San Francisco...

Also happen in Vancouver Chinatown too....

Greedy Chinese... where tiny bit of money is bigger than life

Sponsors were giving out free pop for sample... they lined up repeatedly and emptied their pop can across the street into the sewage just to get the (5cent) bottle deposit...

and people go into starbucks empty their roll of toilet paper by pulling them out.
First law: Every body remains in a state of rest or uniform motion unless it is acted upon by an external unbalanced force.

This only happens to those who came from gawd-knows-where motherland and even some ole folks in some rural areas in HK...

Wonder what sort of mentality they have, consider the time-n-effort it costs them to do such things, @ other people's inconveniences...
