view? do u want ocean view? u can try Stone Grill...they have a good view of false creek...

by food i am not sure what you are looking for but i think you want western (considered the nice view, nice good and candle lights), some steak restaurants do provide just that.

Teahouse @ Stanley Park (aka Seqouia - possible major typo).  Go at lunch time or sunset time.  RSVP with window seat looking at North Shore or the sea.  In my opinion: spectacular view + good food + romantic atmosphere + good services.  But really timing is the key here.  Going in the evening will be way too dark to see anything.  That's why I suggest lunch time or sunset time where you still have a bit of daylight to see the view.

I would have suggested Lumiere or West but both restaurant's head chefs are leaving (not sure if they left already) I am not sure if they can retain their quality. If you are looking into fine dine (expect to dress at least smart casual for that), you can try tasting menu at C (regular menu isn't so good... IMO).
Fuel has pretty good food but it's less formal and the room isn't very romantically set. Haven't go fine dine for a while.. not sure any more
