It isn't a matter of how Vancouver compares against Central or Tokyo. It's a matter of Vancouver's traffic and public transit capacity. As the opening of Canada Line has shown, shoving 80k people through the Canada Line in a day resulted in a 2-hour wait time. Incidentally, carrying 80k to 100k people a day is Translink's upper estimate of how packed public transit will be during the 2 weeks of winter Olympics.
And let's not forget, spectators to the event are going to need to get around the city one way or another. The majority of the tickets have already been sold out, and spectators are bound to consist of a good portion of visitors. If you think traffic in Vancouver is bad now during rush hour, imagine what it is gonna be like during those 2 weeks...
